My suggestion would be that old threads get locked after a certain time and only existing members can unlock an old thread.
That's an interesting suggestion, Matt! I don't think phpBB has the ability to allow that level of administrative privilege at the user level, but I'll investigate further. I had hoped adding the rule banning new accounts that necropost would take care of the problem, but it only works if new users actually read the rules.
